ABOUT CIVIL SERVICE
Civil Service covers most employees of Douglas County. This means that they have rights regarding benefits, grievances, promotions, discipline, etc.
The Douglas County Civil Service Commission is appointed and organized in accordance with the provisions of state law
§23-2501 et seq. and is comprised of two Elected Officials, two employee members and a public member. The Commission has the authority to establish policies, hear grievances, and set benefits and leave policies. The Commission oversees employment practices of Douglas County and serves as the "hearing board" for grievances and appeals by employees and departments covered by Civil Service.The Civil Service Commission also has authority over the Personnel Department that handles the day to day functions of human resources for Douglas County and has adopted the following statement of policy:
WHEREAS, the quality of public service at all levels of government can continue to be improved by developing systems assuring the administration of human resources programs designed to benefit the public through efficient and effective utilization of resources available; and,
WHEREAS, it is the intent of the Douglas County Civil Service Commission to ensure a fair and equitable personnel system operating in accordance with good management principles and ensuring a work environment conducive to the health and benefit of employees and the public,
NOW, THEREFORE BE IT RESOLVED, that such principles as:
(1) The recruiting and selection of applicants and the promotion of employees on the basis of their relative ability, experience, knowledge and skill,
(2) The provision of a work place free from harassment and designed to accommodate individuals with specific abilities and disabilities,
(3) The provision of equitable compensation including benefits commensurate with market values, budgeting concerns and nature of work performed,
(4) The assurance of fair treatment of all applicants and employees in all aspects of personnel administration without regard to age, color, disability, marital status, national origin, political affiliation, race, religion, creed or personal beliefs, sex and with proper regard for their private and constitutional rights as citizens,
(5) The provision of training as deemed necessary by the employer to assure quality service to the public,
(6) The retention of employees on the basis of the adequacy of their performance and the administration of a fair and equitable review, corrective and disciplinary system in those instances where performance is less than adequate,
(7)(a) The assurance that employees are protected against coercion for partisan political purposes for participating or not participating in legal political activities outside of their normal working hours and offices or official duties,
(b) The assurance to the public that employees are prohibited from using their official authority for the purpose of interfering with or affecting the result of any election or nomination for office through coercion of other employees or the general public, are adopted and established as the cornerstone of a sound and equitable personnel system.
