QUALIFICATIONS
Bachelor's Degree in Pharmacy from an accredited college or university.  Doctor of Pharmacy (Pharm.D.) degree preferred.  Must possess a valid license as a Pharmacist by the State of Nebraska at the time of hire, and maintain it throughout the course of employment.  Five years of experience as a licensed pharmacist, two years of which must be in a supervisory or administrative capacity.  One year* work experience in a long term care or hospital facility.  Must possess a valid driver's license at the time of hire, and maintain it throughout the course of employment.  Experience dealing with third party payments (e.g., Medicare, Medicaid) preferred.  Must be bondable.
*Approved formal education/training may be substituted for the one-year work experience requirement in a long term care or hospital facility.
BASIC SKILLS AND ABILITIES REQUIRED
Knowledge of State regulations and professional standards governing the operation of pharmacy services.  Knowledge of toxicology of drugs including knowledge of drug interaction and sterile techniques used in drug preparation.  Knowledge of principles and practices of third party billing for pharmacy services received.  Ability to:  Perform record keeping, maintain patient accounts and inventory control; perform supervisory functions, such as staffing, scheduling work, assigning work duties, training personnel, handling employee complaints, conducting performance evaluations, administering/recommending disciplinary actions, and making hiring/firing recommendations/decisions; prepare annual departmental budget; recommend equipment and materials for purchase; review and approve requisitions, specifications, and purchase orders covering all expenditures; establish and maintain effective working relationships with physicians, patients, the general public, governmental officials, co-workers and supervisors; maintain the confidentiality of all departmental communications, documents and transactions; communicate effectively, both verbally and in writing, including the ability to reduce highly technical and scientific terms so that they are comprehensible to non-pharmacy professionals; deal with individuals from a wide range of social and economic backgrounds, including those who may be irate and/or physically or mentally challenged; tolerate considerable standing, walking and lifting; conform to a work schedule which may include varied days/hours, weekends, holidays, and call-ins.
DUTIES AND RESPONSIBILITIES
Under the direction of the Administrator of the Douglas County Health Center or designee, the incumbent is responsible for the overall operation of Pharmacy Services for all Departments and Outpatient Clinics served by the Douglas County Health Center Pharmacy.  Monitors the dispensing and use of all medications.  Oversees the operation of the Central Supply, Radiology, and Employee Health sections, as well as the services of Bio-med, Pathology, and Laboratory services.  Implements work policies and assures adherence to all work rules, regulations and procedures of Pharmacy Services and the Douglas County Health Center. Perform other related duties as assigned.

Bachelor’s Degree in Nursing, Social Work, Counseling or other related field.  Master’s degree preferred.  Four years of directly related experience in a psychiatric care setting of which one year is as a supervisor in a comparable psychiatric setting.  Valid driver’s license and own mode of transportation required.  Must be bondable.
BASIC SKILLS AND ABILITIES REQUIRED

Knowledge of general construction, maintenance, labor tools, equipment and practices.  Knowledge of the precautions necessary to work safely with and around automotive and mechanical equipment.  Physical strength necessary to perform heavy manual labor for extended periods, often out-of-doors and under adverse conditions (e.g., inclement weather).  Ability to:  Learn geography of Douglas County; operate single-axle trucks and small farm tractors; follow oral and written instructions; successfully complete a pre-employment back assessment which evidences the ability to lift objects weighing up to 100 pounds; conform to scheduling demands which may include weekends, emergency call-in and overtime.

Relief House Supervisor

QUALIFICATIONS
Registered nurse with a current Nebraska nursing license, or license in a compact state.  A Bachelor’s degree in Nursing preferred.  One year of work experience as a registered nurse, one year of which must have been in a supervisory capacity.  Work experience in a Long Term Care or Psychiatric facility preferred.  Must successfully complete a pre-employment physical review.

DUTIES AND RESPONSIBILITIES
Under the direction of the Director of Nursing or designee, the incumbent is accountable for the supervision of all nursing and resident care activities while acting in a relief role for the House Supervisor.  When not working the relief role for the House Supervisor, the incumbent is responsible for the provision of direct resident care and the supervision of team members in compliance with statutes and regulations governing the practice of nursing and in compliance with Douglas County Health Center policies and procedures.  Perform other related duties as assigned.

QUALIFICATIONS
Bachelor’s degree in Criminal Justice, Emergency Management, Public Administration, Business Administration, Urban Planning, Public Health, a Natural or Physical Science, Engineering, Education or related academic field of study.  Three (3) years of directly related experience in emergency scene management such as a first responder, emergency assistance coordinator for a non-profit or government entity or similar activity.  Knowledge of web site maintenance and/or desk top publishing desirable.  Must possess or complete within one year of hire the State of Nebraska Basic Course in Emergency Management.  Completion of FEMA ICS 100 and NIMS 700 is required.  Other NIMS courses shall be completed as assigned.  OSHA Hazardous Waste Operations and Emergency Response (24 hour HAZWOPER) course completion is desirable.  Must possess and maintain a valid driver’s license and own mode of transportation at the time of hire and throughout the course of employment.
BASIC SKILLS AND ABILITIES REQUIRED

DUTIES AND RESPONSIBILITIES
Under the direction of the Emergency Management Director, the incumbent is responsible for performing and assisting in preparing, planning, mitigating, responding to and recovering from community emergencies and disasters as assigned by the Director.  The Emergency Management Specialist (EMS) will provide administrative, technical and professional support for the Douglas County Emergency Management Agency (DC EMA) and, on occasion, will provide emergency management planning, exercise and training support for member counties of the metro-Omaha Urban Area Security Initiative (UASI).  The EMS works in collaboration with federal, state and local governmental agencies, local businesses, not-for-profit organizations, first responders and volunteer groups.  Perform other related duties as assigned.
