DCEMA notified of activated local assets for organized approach.  Public disruption requires EMA coordination of resources.  Notifications made to EMSAT, selected resource groups and officials.  Selected resource entities recalled to EOC.  Media informed.

As above with entity resources remotely engaged or recalled to EOC.  Local / MOU resources are sufficient to respond to, and recover from, emergency or disaster event.  Local Disaster Declaration an option.

Level 4

Request for Additional Resources involving state and/or federal assistance

As above with multiple resource entities recalled.  Coordination with NEMA yields additional assistance from selected non-local resources.   Influx of requested/ reimbursable resources is necessary to meet community needs.  Information compiled for reporting of community status (JIC activated, emergency public information reporting protocols brought on line).

As above with tracking of expenditures and monitoring of impact.  Multiple resource entities engaged and managed at the EOC as a Multi-Agency Coordination Center (MACC).  Sustained response requires augmented resources, return to normalcy achieved in community with accommodation.  Federal / State declaration may be submitted.

Recovery and Demobilization

Recovery from Event and Demobilization of resources to provide for and expedite, return to normalcy.

Elected officials and selected EMSAT members apprised of informational and data needs.  State and federal advisors offer support in coordinating type and extent of assistance.  Fiscal agents and entity representatives meet to discuss and implement reimbursement process.  Key personnel are assigned to compile data.  JIC continues to implement public information strategy.

Reimbursement meetings take place with affected entities and government departments.  Reimbursement information is disseminated to explain eligibility and process to potential candidates for assistance.  Supplies and equipment are restored to pre-event capability; fiduciary management expedites payment of bills.  Budgetary accountability is maintained.
